Collier studied at Manchester School of Art. He lived mainly at Bettws-y-Coed in North Wales & Hampstead. he was an admirer of David Cox OWS. Hardie called him “one of the supreme watercolour painters of England”. He exhibited at the RI, RA, RBA & elsewhere.
